Thứ nhất, là Bộ Chính trị và 2 nhà lãnh đạo khác cùng nắm giữ ba vị thế quyền lực, Tổng Bí thư NDM và Chủ tịch nước NMT. Và sau hậu trường còn những cựu lãnh tụ bảo thủ- những nhà cách mạng già cả vẫn còn có những ảnh hưởng đáng kể trong quyền lãnh đạo tập thể tại VN.
